  • Double Deductions for Nine- and Ten-Month Employees

    All nine- and ten-month employees enrolled in state health, life and supplemental benefits will have double deductions taken from their paychecks beginning with the February 3rd paycheck. The deductions will end on the May 12th check. These additional deductions are taken out to prepay premiums for the months of June, July, August and September. Regular deductions for these employees will resume on the first paycheck in September. Employees should review their paychecks during the double deduction period to ensure that the deductions are correct.   • USPS 2016 Performance Evaluations

    This memo serves as a reminder that USPS employees must have their performance evaluated by their supervisors annually. The performance evaluation ensures that employees receive feedback on their performance and is a constructive tool for continued improvement and development. As a reminder, this online process allows an employee’s performance to be rated based on the University’s behavioral expectations, job responsibilities, and job competencies which are directly pulled from the employee’s position description.   • Excess Annual Leave Rollover for 2016

    Staff and Faculty who have excess annual (vacation) leave balances on December 29, 2016, will have those hours converted to sick leave at the end of Pay Period “O” (January 12, 2017).

    Supervisors should work with employees who expect to have excess annual leave and schedule vacation days off to help avoid or alleviate the amount of excess annual. For employees with high balances, this should be practiced year-round to avoid large clusters of leave use near the end of the year.

    Note: Due to Winter Break, all annual leave must be reported in OMNI on the employee timesheet by 5:00 PM on December 21, 2016.

    Executive Service, A&P, USPS, and Out-of-Unit Faculty must submit an Excess Annual Leave Retention Request Form and be approved by the department and Human Resources to retain any excess annual leave.

    Deadline to submit retention requests is December 16, 2016.

  • Retirement Contribution Limits Unchanged for 2017

    The Internal Revenue Service has recently announced 2017 calendar-year limits for elective contributions to retirement accounts, including FSU-sponsored tax sheltered annuity plans [403(b)], post-tax Roth 403(b) and State of Florida-sponsored Deferred Compensation (457) plans. For the 2017 calendar year, the annual contribution limit for 403(b) plans will remain at $18,000. The contribution limit for the 457 Deferred Compensation plan will also be $18,000. Employees who are age 50 and above, at any point in the 2017 calendar year, are eligible to contribute an additional $6,000 to a 403(b) and/or a 457 retirement plan.   • Employee Benefits Open Enrollment for 2017

    This year's Open Enrollment for employee benefits will start Monday, October 17, 2016, at 8:00 a.m. (Eastern Time), and end Friday, November 4, 2016, at 6:00 p.m. (Eastern Time). This is your opportunity to change insurance benefits that are offered by the State of Florida (i.e. health, dental, vision, etc.). All changes made will be effective January 1, 2017.

    Open Enrollment information packets should be mailed to your home address by mid-October. When you receive your personalized open enrollment information, please make sure that you thoroughly review all of your information included in the mailing.

    It is important to read all information sent by the State and make changes, if necessary. Please be sure to check birthdays, social security numbers, etc. Please go online to the People First website at https://peoplefirst.myflorida.com and log in to make sure that your user ID and password are working. If you do not have your user ID, you can call People First at 1-866-663-4735, or email insurance@fsu.edu. It is important to do this now, as the People First Service Center will be very busy during the Open Enrollment period. Changes should be made through the People First website, and you can make as many changes as you want during Open Enrollment. If you make any changes to your State insurance benefits, you will receive a final confirmation directly from People First shortly after the Open Enrollment period has ended.

    The 16th Annual Benefits and Wellness Fair will be held on Thursday, October 20, from 10:00 a.m. to 2:00 p.m., in the Oglesby Union Ballroom. Insurance, retirement, community, and campus organizations will participate and provide information. In addition, representatives from all of the State group insurance plans and FSU's Benefits Office will be in attendance to answer questions. Attendance is considered time worked for A&P and USPS employees with prior approval from your supervisor.

  • FSU Human Resources Presents at National HR Conference

    FSU's Office of Human Resources was in the national spotlight last week, educating HR professionals from across the country.


    Four members of the FSU HR team were selected by CUPA-HR, the leading association of higher education HR professionals, to present at the 2016 Annual Conference in Washington D.C. from September 25-27. The 'Nole Nation was specially recognized by CUPA, by being asked to present two separate sessions.


    Renisha Gibbs, Assistant Vice President for Human Resources, and Rebecca Peterson, Assistant Director of Faculty Relations, presented Transformational Faculty Salary Increases, outlining methods to retain top faculty by addressing pay equity without diminishing competitive pay for new faculty.


    Phaedra Harris, Director of HR Operations, and Christine Conley, Associate Director, presented The Electronic Employee Blueprint, offering practical guidance on how to modernize HR business practices and eliminate paper-heavy processes.

    "It is an honor to be selected to give to multiple presentations to our colleagues from around the nation regarding the innovative work going on in FSU HR." Says Gibbs. "This is a great recognition for the HR team and an affirmation that we are delivering high-quality HR systems and tools to the University community."

    Over 1,000 HR professionals from universities and colleges across America attended the conference and had the opportunity to learn from FSU's expertise.

    A new app, Chard Snyder Mobile, was introduced to all FSA participants and HSA Advantage account holders on September 30.   • New! Reference Letters in OMNI HR

    The Office of Human Resources is pleased to announce a new feature in the OMNI HR e-Recruit module! Now applicants can request confidential letters of reference from third parties in OMNI HR and those letters can be submitted electronically and viewed by the search committee in the system.

    This process is detailed in the training guide found here, with sample instructional language to include in the job posting "How to Apply" section for applicants.

  • AXA Advisors Retirement Counseling Sessions – September 29th

    Jeffrey Hunt and Mike Renn, our campus financial professionals from AXA Advisors, will be on campus on Thursday, September 29th to answer questions or help you enroll in the University’s 403b retirement plan. Information will be available for FRS, ORP, or any DROP questions you may have. They can also assist you with Retirement Income Strategies, including Social Security models.   • August HR Forum — FLSA Overtime Changes

  • 2015-2016 A&P ePerformance Documents are now available in OMNI

    Supervisors may now evaluate his/her employee(s) using the ePerformance module in OMNI for the 2015-2016 rating period. The evaluation period measures performance from August 8, 2015 to August 7, 2016. Performance evaluations are not required for A&P employees who have been hired or promoted to an A&P position on or after May 7, 2016; these employees will not have an evaluation available in OMNI. The completion deadline for all ePerformance evaluation documents is September 2, 2016.

    Supervisors and Department Representatives are encouraged to utilize e-Performance training resources provided by the Office of Human Resources. Specifically, online training guides for the ePerformance process are located at www.hr.fsu.edu/eperformancetraining.   • FSU Employee Dependent Scholarship

    Congratulations to Mackenzie Noelle Gorey and Sophie P. Kraemer for receiving the scholarships! They will each receive a $500 scholarship for the fall term. Mackenzie is a senior and Sophie will be a sophomore.

  • DUO is Coming on May 11

    OMNI HR security is being improved through the use of a multi­factor authentication system called DUO. Starting May 11, 2016, DUO confirmation will be required to access HR Query Viewer.

    What is DUO?

    DUO is an app that protects the sensitive employee data you access in OMNI HR from being breached, by confirming your identity on a cell phone, landline, or tablet before you can access the data. This process prevents hackers from accessing your account, even if they discover your FSU password.

    Setup

    The first time you access an OMNI HR page that is protected by DUO, you will automatically be prompted to set up a device (cell phone, landline, or tablet). You can set up multiple devices if you wish.

    Follow the prompts to set up your device(s). After you set up DUO, confirmation messages will automatically be sent to the device(s) you have selected.

    How does DUO work?

    DUO is a two­-step process.

    1. You log in to OMNI HR as usual with your FSU ID and password.
    2. When you land on the protected page, Query View, the DUO app sends a message to the device(s) you have set up (cell phone, landline, or tablet) asking you to approve or deny the login.

    Once you approve the login through DUO, your authentication is valid for the remainder of your OMNI session.

  • Fair Labor Standards Act (FLSA) Proposed Changes

    On June 30, 2015, the Department of Labor announced proposed changes to the Fair Labor Standards Act (FLSA) that would increase the minimum salary required before an employee can be classified as exempt from overtime pay under "White Collar Exemptions" for executive, administrative, and professional employees.

    • Currently, the minimum salary threshold for exempt employees is $23,660 ($455 per week).
    • The proposed regulations would increase the minimum salary threshold to an estimated $50,400 ($969 per week), but this amount may change as the regulations are finalized by the federal government.

    The final rule is still in the approval process and has not been publically released. The current estimate is that the final regulations will be published by July 1, 2016, and will go into effect in early fall 2016.

    Until the final regulations are released, the exact content of the new rule and the final amount of the salary threshold increase is unknown, but we expect a significant increase in the minimum salary required for employees classified as exempt from overtime pay under White Collar Exemptions.

    Although the final regulations have not been released, FSU Human Resources is proactively analyzing the University’s workforce to identify positions that could be affected by the proposed changes and developing solutions, which will be discussed with departments once the new regulations are effective. Human Resources will communicate more information as it becomes available.

  • AXA Advisors Added to FSU's 403b/Roth 403b Retirement Plans

    Effective April 1st, Florida State University is proud to announce the addition of AXA Advisors as a new 403b and Roth 403b provider.

    AXA Advisors is currently an ORP (Optional Retirement Plan) provider and is now authorized to begin payroll reductions for the FSU 403b plans.

  • ePAF+ Enhancements Coming March 30, 2016

    On March 30, 2016, the ePAF+ enhancements previously announced by Human Resources will go live. To facilitate this upgrade, users must exit the ePAF+ module of OMNI HR by 5:00 pm on Tuesday, March 29, 2016. We anticipate users will be able to re-enter the ePAF+ module the next morning, March 30, 2016.

    As a reminder, the enhancements are outlined below.

    • Automatically including salaried employees in the electronic workflow for funding and supervisor changes that affect them.

    • Flagging potential wage-related issues such as appointing a graduate assistant or salaried employee below the minimum salary.

    • Allowing originators to add attachments to the ePAF+ transaction. (For example, Offer Letters for Graduate Assistant transfers)

    • Correcting funding period amount calculation when there is only a FTE/Standard hours change.

    • Allowing HR approvers to add comments indicating what documentation is outstanding for approval. Initiators will be able to see these comments through View/Rework ePAF+.

  • USPS ePerformance Documents are due by March 1, 2016

    Supervisors should evaluate his/her employee(s) using the ePerformance module in OMNI for the 2015 rating period. The evaluation period measures performance from January 1 to December 31, 2015. Performance evaluations are not required for USPS employees who have been hired or promoted to a USPS position on or after July 1, 2015; these employees are in a Probationary Status and will not have an evaluation available in OMNI. The completion deadline for all ePerformance evaluation documents is March 1, 2016.

    A special Open Enrollment period for Group Whole Life Insurance, offered through the Gabor Agency, is currently underway. Through March 18th, USPS, A&P and Faculty employees working at least half-time (0.50 FTE or greater) are eligible to sign up for whole life insurance coverage on a guaranteed issue basis.     The Office of Human Resources is pleased to announce the 5th Annual Drug-Free Workplace Awareness Week: #Above the Influence. Human Resources has partnered with the Employee Assistance Program and the FSU Police Department to promote Florida State University’s Drug-Free Workplace policies and programs, and to provide information to employees emphasizing the importance of being drug-free.   • Changes to Health Savings Account (HSA) and Flexible Spending Account (FSA) Plans

    Beginning January 1, 2016, the University’s Health Savings Account (HSA) and Flexible Spending Account (FSA) plans will be administered by a new company — Chard Snyder.

    This change will improve the way participants monitor and access funds from these accounts. Contribution limits and other rules governing the plan will remain the same.

    Participating employees will soon be receiving a new Benny® prepaid benefits card in the mail to access the HSA/FSA account(s). The Benny® card will replace the old myMRA card and the Tallahassee Bank HSA card (if closing the associated Tallahassee Bank account).

    Human Resources, Payroll, and ERP are excited to announce that the upgrade to HR 9.2 is now complete in OMNI. Prior to logging in, please clean your cache in all browsers. Also, because of some navigation changes you will need to check your favorites to ensure that they take you to the correct page. If not, delete the old favorite and re-add it.

    With this upgrade, your OMNI experience will be enhanced with some new functionality including:

    • Supervisors and department representatives will be able to view more information from an employee’s timesheet.
    • The timesheet will have five tabs at the bottom including Reported Time Status, Summary, Leave/Compensatory Time, Exceptions, and Payable Time.
    • The Recruiting Home page provides the user with quick reference links for recruiting, data on existing searches, alerts, and personalization options.
    • The Job Search page is enhanced with a variety of search features allowing more fine-tuned job searches for internal and external applicants alike. Frequently Asked Questions about the OMNI HR 9.2 upgrade are available on the Human Resources website.     Two new live courses have just been added to the Human Resources Office of Training and Organizational Development fall schedule that may be of interest to you and your colleagues.

    Retirement Strategies for Women (Course Number: PDRSW1. Session: 0002)

    This presentation focuses on overcoming financial hurdles faced by women as they plan to invest for the future. The workshop emphasizes the importance of having a personal plan, a sound strategy, and a consistent approach to saving. It provides information to help women of all ages accumulate the money they'll need for a financially secure retirement. Topics include: making strides; retirement challenges; retirement income sources; workplace retirement plans; and investment planning. The workshop will be facilitated by financial planning advisors from VALIC Financial Advisors, Inc. and is open to all employees. November 12, 2015 from 1:30 pm – 2:30 pm at the Training Center.

    Helping Millennials Plan (Course Number: PDRMP1. Session: 0001)

    This presentation addresses financial planning challenges faced by the Millennial generation and strategies available to help them plan for a more secure financial future.   • Compensatory Leave Payout – December 2015

    Compensatory leave payouts will be included in paychecks issued on 12/11/2015, based on compensatory leave balances as of December 3, 2015. Employees wishing to retain their unused compensatory leave balances must have their Compensatory Leave Retention Form approved by their department and received in Human Resources no later than Wednesday, November 25, 2015. If the compensatory leave balance as of December 3, 2015, is less than one hour, it will be paid out and cannot be carried forward. Compensatory leave earned beginning December 4, 2015, will be available for use until June 2016.   • OMNI HR 9.2 Upgrade & System Outage

    In November, OMNI HR will be upgrading to People Soft version 9.2. A brief system outage is necessary to implement this upgrade. To minimize down time during the work week, the outage has been scheduled immediately prior to the Veteran’s Day Holiday on Wednesday, November 11, 2015.

    • The OMNI HR system will go down at approximately 5 p.m. on Tuesday, November 10, 2015.
    • The system will be unavailable until approximately 8 a.m. on Monday, November 16, 2015.

    During the outage, the recruiting site, including the application process, will be unavailable.

    With this upgrade, there will be some changes to screen formatting and to the actual processes within OMNI HR.

    Please avoid scheduling job openings to close during the outage as applicants will be unable to submit their application information online while the system is down. A notice will appear on the FSU Employment & Recruitment Services page to inform applicants of the outage. If you need assistance handling open job postings during the outage, please contact your HR recruiter.

  • Employee Benefits Open Enrollment for 2016

    This year’s Open Enrollment for employee benefits will start Monday, October 19, 2015, at 8:00 a.m. (Eastern Time), and end Friday, November 6, 2015, at 6:00 p.m. (Eastern Time). This is your opportunity to change insurance benefits that are offered by the State of Florida (i.e. health, dental, vision, etc.). All changes made will be effective January 1, 2016.

    Open Enrollment information packets should be mailed to your home address by mid-October. When you receive your personalized open enrollment information, please make sure that you thoroughly review all of your information included in the mailing.

    It is important to read all information sent by the State and make changes, if necessary. Please be sure to check birthdays, social security numbers, etc. Please go online to the People First website at https://peoplefirst.myflorida.com and log in to make sure that your user ID and password are working. If you do not have your user ID, you can call People First at 1-866-663-4735, or email insurance@fsu.edu. It is important to do this now, as the People First Service Center will be very busy during the Open Enrollment period. Changes should be made through the People First website, and you can make as many changes as you want during Open Enrollment. If you make any changes to your State insurance benefits, you will receive a final confirmation directly from People First shortly after the Open Enrollment period has ended.

    The 15th Annual Benefits and Wellness Fair will be held on Tuesday, October 20, from 10:00 a.m. to 2:00 p.m., in the Oglesby Union Ballroom. Insurance, retirement, community, and campus organizations will participate and provide information. In addition, representatives from all of the State group insurance plans and FSU’s Benefits Office will be in attendance to answer questions. Attendance is considered time worked for A&P and USPS employees with prior approval from your supervisor.

  • Long Term Disability Open Enrollment

    A special open enrollment for Long Term Disability Insurance, offered through The Gabor Agency, is now under way. The enrollment period began October 5th and will continue through December 11th. Informational brochures have been distributed to eligible employees.
    During the open enrollment period, this plan is available guaranteed issue (no health questions or medical exam are required). If you have not enrolled in the past, this is your opportunity to elect coverage. If you are currently enrolled in the plan, no action is needed; however, you may elect to change your elimination-period option from the 90-day to the 30-day during the enrollment.
    Take advantage of this limited opportunity. Disability insurance provides an inexpensive way to protect your income, your family, and yourself from loss due to an unexpected illness or injury.

  • 2014-2015 A&P ePerformance Documents are now available in OMNI

    Supervisors may now evaluate employees using the ePerformance module in OMNI for the 2014-2015 rating period. The evaluation period measures performance from August 8, 2014 to August 7, 2015. Performance evaluations are not required for A&P employees who have been hired or promoted to an A&P position on or after May 7, 2015; these employees will not have evaluation available in OMNI. The completion deadline for all ePerformance evaluation documents is September 18, 2015.

    Supervisors and Department Representatives are encouraged to utilize e-Performance training resources provided by the Office of Human Resources.     Supervisor may now update employee(s) goals and objectives through July 24, 2015.

    Supervisors who choose to utilize the goals and objectives section in ePerformance for their employee(s) 2014-2015 A&P ePerformance reviews, or need to update goals and objectives from the previous review period, must do so through the Person Profile screen in OMNI by Tuesday, July 24, 2015. Goals and objectives are created by the supervisor and are unique to the individual. They are available to view via Employee Self Service and Manager Self Service.

    The goals and objectives identified in the Person Profile are pre-populated in the Employee – Goals section of the performance evaluation. Goals added or updated after July 24, 2015, will not transfer to the 2014-2015 evaluation form.     Full-time FSU students who are children of current full-time, salaried FSU employees are currently eligible to apply for the FSU Employee Dependent Scholarship. Scholarships will be awarded to winners selected at random from a pool of qualified applicants. This award is funded by donations.

    Compensatory leave payouts will be included in paychecks issued on 6/26/2015, based on compensatory leave balances as of June 18, 2015

    Employees wishing to retain their unused compensatory leave balances must have their Compensatory Leave Retention Form approved by their department and received in Human Resources no later than Friday, June 12, 2015.

    If the compensatory leave balance as of June 18, 2015, is less than one hour, it will be paid out and cannot be carried forward.

    Compensatory leave earned beginning June 19, 2015, will be available for use until December 2015.

  • Elective Retirement Contribution Limits for 2015

    The Internal Revenue Service has announced cost-of-living adjustments for elective contributions to retirement accounts, including FSU-sponsored tax sheltered annuity plans [403(b)], post-tax Roth 403(b) and State of Florida-sponsored deferred compensation (457) plans. For the 2015 calendar year, the annual contribution limit for 403(b) plans has increased to $18,000. The contribution limit for the 457 Deferred Compensation plan is also $18,000. Employees who are age 50 and above, at any point in the 2015 calendar year, are eligible to contribute an additional $6,000 to a 403(b) and/or a 457 retirement plan.

    The Internal Revenue Service recently made an announcement that the 2015 plan year annual contribution for the MRA account was increased to $2,550, an increase of $50 from the 2014 plan year annual contribution amount.
