Enrollment
To enroll or change benefits, please access the Insurance Enrollments & Updates job aid. In general, there are three times when an employee can enroll in or change benefits:
- As a new hire
- During the Open Enrollment period
- After experiencing a Qualifying Status Change (QSC) event.
Eligible employees have a 60-day window from their hire date (or becoming insurance eligible) to enroll in state insurance. Elections for State of Florida insurance benefits must be submitted directly to the People First Service Center.
Eligible New Hires
Eligible new employees have 60 days from the date of hire to enroll in State of Florida insurance plans. All salaried employees, Executive Service (AEX), Faculty (CTP), Administrative & Professional (A&P), and University Support Personnel Service (USPS) are eligible to enroll in State of Florida insurance as a new hires.
OPS employees who work an average of 30 hours or more per week (0.75 FTE) at the point of hire, through a Qualifying Status Change (QSC), or over a defined measurement period are eligible for State of Florida benefits.
If you are transferring from another State of Florida employer (agency, university, or college), you may not be considered a new hire. Please contact FSU Benefits at insurance@fsu.edu for more information.
Open Enrollment
Open Enrollment is held in the fall and provides employees the opportunity to review available benefit plan options and make changes for the next plan year. Any changes made during Open Enrollment remain in effect for the entire calendar year unless there is a change made because of a QSC event.
Qualifying Status Change (QSC) Event
A QSC event provides a 60-day window from the date of the event to make changes to benefits. Changes include enrolling or canceling, increasing or decreasing coverage, or adding or removing dependents. The People First Service Center must be directly notified by the employee of all QSC events before changes can be made. Documentation may be required before changes can be made.
Effective Date
Health and Prescription coverage can be effective the first day of the month following enrollment. Employees can enroll as early as the day after their hire date. Other insurance plans (dental, vision, etc.) become effective the first of the month after one full month’s premium is deducted from two paychecks in a month. If you would like to have your supplemental plans effective the first day of the month following enrollment (like health insurance), you must notify the People First Service Center before the end of the month of enrollment.
Extra deduction amounts may be withheld from your first few paychecks to ensure that your premiums are paid timely.
