Performance Evaluations Policy
Per Florida Statute 110.224, (2), each public employee must have a performance evaluation at least annually, and the employee must receive an oral and written assessment of his or her performance evaluation. The performance evaluation may include a plan of action for improvement of the employee's performance based on the work expectations or performance standards applicable to the position as determined by the organization.
Also, it is the policy of Florida State University to communicate to Administrative and Professional (A&P) and University Support Personnel System (USPS) employees' job performance expectations and management's evaluation of the employee's job performance. Supervisors and managers should be forthright in their evaluations of employees, and the performance evaluation process should be a constructive tool for continual improvement, documenting substandard performance, and recognition of employees' performance.
USPS ePerformance Evaluations
USPS ePerformance evaluation documents are made available in OMNI HR the first week of January. Supervisors may begin completing employee evaluations at that time. The deadline for completing the evaluation document is March 1st of each year.
Supervisors may access the performance document by navigating to: myFSU > HR > Manager Self Service > Performance Management > Current Documents > Team Performance. Instructions for completing the performance evaluation can be found in the training guides provided below.
Departments that are identified to participate in the Hybrid Process will be notified by Human Resources. These departments are required to submit a paper copy of the completed performance evaluation to Human Resources; all other evaluations will be automatically uploaded to the employee's personnel file once the evaluation has been completed in the ePerformance system.
An employee hired to a USPS position on or after July 1st is currently serving a probationary period and will not have an annual evaluation available in OMNI HR.
As a reminder, an overall rating of Below Satisfactory requires a Performance Improvement Plan (PIP). Supervisors must contact Employee & Labor Relations before initiating a Below Satisfactory performance evaluation.

A&P ePerformance Evaluation
A&P ePerformance documents are made available on or shortly after August 8th of each year. Supervisors may begin completing employee evaluations at that time. The deadline for completing the evaluation document is during the month of September each year.
Supervisors may access the performance document by navigating to: myFSU > HR > Manager Self Service > Performance Management > Current Documents > Team Performance. Instructions for completing the performance evaluation can be found in the training guides listed below.
Performance evaluations are not required for A&P employees who have been hired or promoted to an A&P position on or after May 7th of the evaluation year; these employees will not have evaluations available in OMNI HR. Additionally, departments are not required to submit paper copies to Human Resources; all evaluations will be automatically uploaded to the employee's personnel file - once the evaluation has been completed in the ePerformance system. However, if supervisor or employee wants to attach a separate document to the evaluation, please contact to Employee & Labor Relations for guidance.
